The Humphrey School has received a grant from the U.S. Department of Justice’s Office on Violence Against Women to develop technical assistance for legal professionals on international child abduction cases involving domestic violence. The grant is funded for two years and may be renewed depending on available funding and a progress review.

Hague Domestic Violence Project:  The University of Minnesota’s Seeking Safety in America: Technical Assistances to Judges and Professionals Working With Battered Mothers and Their Children in Hague Convention Cases Before U.S. Courts, builds on recently completed NIJ funded research study that revealed a critical lack of resources and training for judges, attorneys, and advocates in Hague Convention international child abduction cases involving violence against women (see http://www.haguedv.org).  This project aims to improve the chances that battered mothers and their children will have informed legal representation and advocacy and that judges hearing these cases will better understand violence against women and the grave risks that return of children to an abusive man may raise for both the children and their mothers.

Position Description: The position will have lead responsibility for management of a two-year federal grant for this Project, working closely with the International Fellows Program (IFP) Director.  
Responsibilities will include:
•    This project will enlist leading professionals and national organizations to:
o    Create training materials and technical assistance resources for (a) U.S. federal and state court judges hearing Hague Convention cases involving international child abduction
o    attorneys and advocates working with victim/survivors of violence against women in these cases, and
•    Create new profession-specific and cross-training curricula for judges, attorneys, and advocates focused on Hague Convention cases in U.S. courts involving violence against women;
•    Collaborate with key national organizations to use the new curriculum modules in national trainings with for judges, attorneys, advocates and expert witnesses with a focus on OVW grantees;  
•    Develop and expand an online clearinghouse and toll-free assistance line drawing extensively on volunteers;  
•    Organizing, mapping out and orchestrating delivery of trainings to diverse constituencies around the country, including:
o    Engaging in outreach to multiple institutions and people to set up trainings,
o    Synthesizing and developing training materials,
o    Supervising 4-5 consulting attorneys and psychologists acting as trainers and direct consultants; and
o    Following up with evaluations and feedback to trainers;
•    Overseeing the development and dissemination of resource materials;
•    Participating in individual technical assistance and trainings; and
•    Ensuring that all grant activities and products are timely delivered.
•    Some travel within the US

The Project Attorney will be located in the IFP office at the Humphrey School of Public Affairs at the University of Minnesota

Required Qualifications
•    J.D or L.L.B; Licensed to practice in the US.
•    At least 3-4 years’ experience with domestic violence litigation and a strong commitment to ending violence against women;
•    Demonstrated familiarity with custody and abuse issues;
•    Strong writing skills, demonstrated ability to write briefs;
•    Experience with grant reporting;

The ideal candidate will have the following characteristics
•    Demonstrated ability to work collaboratively with and supervise others;
•    Strong organizational, communication, and management skills;
•    Experience in conducting trainings for judges, attorneys, mental health professionals and/or advocates;

American Indian Community Housing Organization
Job Description – Case Manager (Transitional Housing)

The American Indian Community Housing Organization is the only provider of culturally specific services and housing in Northeast Minnesota.   AICHO’s vision is to honor the resiliency of Native American people by strengthening our communities and centering indigenous values in all aspects of our work.  Since 1993, AICHO has provided domestic violence shelter, transitional housing, scattered-site supportive housing, advocacy, and cultural programming.  Currently, AICHO is in the process of developing Duluth’s American Indian Center.
   CASE MANAGER (Transitional Housing)
Summary:  This is a full time (40 hr) direct service position.  The responsibility of the Case Manager is to ensure that program participants secure and maintain permanent housing, increase self-sufficiency, and develop a greater sense of personal autonomy.  AICHO has a 1:10 case management ratio, so intense work with participants is expected.  The Case Manager should be able to relate to program participants while maintaining clear professional boundaries. The position is available immediately.
Duties and Responsibilities:
•    Manage resident selection by reviewing written application forms, coordinating, attending and contributing to prospective client interviews
•    Provide direct service to a caseload of up to 10 households (both on- and off-site)
•    Coordinate client move ins/outs
•    Conduct client intakes, assessments, and orientation
•    Develop, review and revise individual service plans to ensure client needs are met in a comprehensive and holistic manner after 30, 60, 90 days and thereafter as needed
•    Maintain regular, personal contact with clients on at least a weekly basis
•    Provide systems and personal advocacy, transportation, and referrals as needed
•    Plan and coordinate residential skill building activities and educational groups
•    Conduct monthly meetings with participants
•    Assist clients in accessing transportation, child care, job training, and other resources
•    Manage crisis situations within the residences and intervene appropriately to minimize risk of potential  harm to residents, staff, and damage to property; notify appropriate persons and document events as needed
•    Help clients identify, establish, and maintain a positive supportive network
•    Facilitate clients’ transition to permanent housing by developing appropriate exit plans and provide regular contact for clients in Follow-Up program
•    Maintain accurate case records, regular progress notes, and individual service plan summaries for each client, adhering to guidelines regarding confidentiality
•    Attend regular interagency and community meetings
•    Other duties as assigned
Qualifications:
•    BA/BS in Social Work or related field
•    Must have demonstrated knowledge of homelessness, violence against women, and generational poverty issues
•    Must have experience working with Native American households and/or homeless individuals
•    Must have knowledge of and experience in case management, client advocacy, and the utilization of community resources
•    Must be able to develop and maintain effective and cooperative working relationships with program participants, community partners, funders, and others
•    Must be able to recognize and maintain confidentiality in all aspects of the position
•    Must be able to work flexible hours and respond to after-hours crisis situations when necessary
•    Should have excellent interpersonal and communication skills
•    Should have a demonstrated ability to prioritize tasks while accurately meeting deadlines
•    Should be able to work independently and use sound judgment
•    Grant writing/compliance and HMIS experience preferred

Compensation

It is the NRCDV’s mission to improve societal and community responses to domestic violence
and, ultimately, prevent its occurrence. We provide a wide range of free, comprehensive, and
individualized technical assistance, training, and specialized resource materials and projects
designed to enhance current intervention and prevention strategies.
We are currently seeking a Training & Resource Development Specialist to join our team of
professionals. The position may be located in the Washington, DC Metro area or in Harrisburg,
Pennsylvania.

Position Summary:
The NRCDV Training and Resource Development Specialist is responsible for coordinating and
providing domestic violence training and technical assistance on specifically-designated subjects
and issues that are informed by high-quality research, analysis, information and resources on
domestic violence and provided to individuals and local, state, tribal and federal entities
throughout the U.S.
The Training and Resource Development Specialist will serve as the lead staff for development
of NRCDV information and resource materials, assist with the development and ongoing
operation of the NRCDV’s toll-free information line and other means of providing training and
technical assistance, and participate in the NRCDV’s research and analytic processes of
identifying issues and responses within the domestic violence victim advocacy field.
Job Responsibilities:
The Training and Resource Development Specialist works in close collaboration with the
Technical Assistance Specialist in order to enhance performance, productivity, and lead
domestic violence victims’ service programs in the following areas:
Identification of emerging best practices,
Opportunities to improve victim advocacy,
Shelter responsiveness and community engagement,
Approaches to building capacity among culturally and linguistically specific providers
and groups,
Methods of strengthening advocacy partnerships, and
Ways to incorporate the voices of survivors and their children into their work.
This position will coordinate and provide training to individuals and local, tribal, state and
federal entities on specifically designated subjects and issues as assigned by the Program
Director. NRCDV training activities include, but are not limited to:

Research and analysis of existing resources as pertains to assigned subjects and issues, to
include identification of current strengths, needs, gaps, etc., to be incorporated/addressed
through the provision of training and technical assistance;
Development and delivery of trainings as appropriate, of which some will be in
collaboration with other staff or consultants, including on-site and web-based training
events based upon the nature of the subjects and issues assigned (i.e., the subject/issue
assigned can determine individual training content, audience, format, etc.);
Provision of ongoing follow-up technical assistance to training participants;
In consultation with the Technical Assistance Specialist, provide technical assistance to
individual requests for information on subjects pertaining to or that inform the Training
Specialist’s assigned subjects/issues;
Work with external partners and coalition-building, to include organizations and
initiatives both with and without a primary focus on domestic violence;
Serve as a resource to all NRCDV staff in the development and provision of their own
training activities.
The Training and Resource Development Specialist will identify and/or develop issuespecific
resources to support NRCDV technical assistance and training efforts, including,
but not limited to, topic-specific information and resource collections, training materials,
resource lists and comprehensive information on promising practices and policies.
NRCDV resource development activities include but are not limited to:
Serve as one of the lead staff in the research and development of Technical Assistance
Team information and resource materials, packets and collections;
Engage in ongoing research, review and work with Technical Assistance Team and other
NRCDV staff to distribute material available on domestic violence and various issues and
subjects as they relate to domestic violence;
In collaboration with Technical Assistance Team staff, research and maintain the Video
Resource and Referral lists and research and develop others as needed;
Assist with the development and implementation of special projects, as assigned.
In collaboration with Technical Assistance Team and other NRCDV staff, the Training and
Resource Development Specialist assists in the identification and prioritization of
subjects/issues to be addressed through NRCDV projects, resources and partnerships:
Work cooperatively with the Technical Assistance Team and other staff/consultants in
the development and systematic evaluation of NRCDV information collection and
dissemination procedures, such as systematic evaluation of protocols and procedures,
redesign and refinement of existing systems and the development of new systems,
training of NRCDV staff as appropriate and other duties deemed necessary to the

effective and efficient operation of the NRCDV’s information collection and
dissemination procedures.
Work cooperatively with the Technical Assistance Specialist and Technical Assistance
Team Resource Specialist in providing backup for topics for which they have primary
responsibility.

Job Requirements:
Bachelor's degree (B. A.) or equivalent from an accredited four-year college or
university; a minimum of five years experience in work directly pertaining to domestic
violence, social justice, systems advocacy or social change; or any equivalent
combination of education and experience.
Domestic violence direct service experience strongly preferred, as well as extensive
demonstrated knowledge of the intersection of related issues.
Demonstrated knowledge and experience of planning, developing and implementing
technical assistance and training specifically related to domestic violence, including the
assessment of need, the development and delivery of resources, consultation and services
and follow-up and evaluation.
Demonstrated understanding of and commitment to issues of cultural diversity as they
apply to domestic violence prevention, intervention and services; ability and willingness
to work with people from a variety of backgrounds and experiences.
Excellent problem-solving skills and the ability to facilitate critical thinking processes.
